How Our Laws are Made, revised and updated by Charles W. Johnson, Parliamentarian, United States House of Representatives. Updated February 1997.

First published in 1953 by the Committee on the Judiciary of the House of Representatives, this 21st edition of "How Our Laws Are Made" reflects changes in Congressional procedure since the 20th edition, which was revised and updated in 1989 by the Law Revision Counsel of the House of Representatives. Discussion of Senate procedures was prepared in consultation with the Office of the Parliamentarian of the U.S. Senate.
